Sadyr Japarov has been abroad 13 times in his capacity of the head of state last year. Russia was the first and the last country he visited in 2021. In the beginning of 2021, the president visited Moscow and at the end of 2021 — St. Petersburg.
24.kg news agency counted that the president covered 58,388 kilometers in 2021.
His first trip as the head of state was to Moscow: he has been to the capital of Russia with an official visit on February 24 last year. The Russian leader Vladimir Putin and Sadyr Japarov discussed further development of cooperation between the two countries in politics, economy, trade and culture.
Vladimir Putin expressed hope for the normalization of internal political situation in Bishkek. According to him, not just warm relations, but allied and privileged ones have been built between the two states.
«I am very glad that Russia is now the first in the trade and economic ties of your republic. We hope very much that the planned activities inside the country, including amendments to the Basic Law of Kyrgyzstan, will contribute to stabilization and create conditions for progressive development of the state,» the Russian leader said.
In turn, Sadyr Japarov invited Vladimir Putin to visit Kyrgyzstan.
A week after that trip, the Kyrgyz leader paid a state visit to Kazakhstan. It began with a ceremony of an official meeting with the President Kassym-Jomart Tokayev. They held talks in narrow and expanded formats, discussed topical issues of bilateral and multilateral partnership.
Sadyr Japarov also met with Nursultan Nazarbayev, the first President of Kazakhstan, Nurlan Nigmatulin, Chairman of the Majilis of the Parliament, and the Prime Minister Askar Mamin. He presented the state award — Dostuk Order — to Bayangali Alimzhanov, the only manaschi in Kazakhstan.
On March 11, 2021, the head of state arrived in Uzbekistan. In Tashkent, he visited the Yashnabad Innovation Technopark together with the republic’s leader Shavkat Mirziyoyev. It became known there that Kyrgyzstan was presented with 20 ambulances.
The heads of state visited the exhibition hall, inspected production workshops, pavilions with products made in Uzbekistan, and also discussed possibility of exchanging experience and cooperation taking into account innovative developments of the technopark in various directions.
In May, the president of Kyrgyzstan paid a two-day visit to Russia again. Bilateral talks with Vladimir Putin were held in Sochi. The parties discussed topical issues of bilateral cooperation and Eurasian economic integration.
The next state he visited was Turkey. Ankara hosted an official meeting of Sadyr Japarov with the leader of the republic Recep Tayyip Erdogan on June 9.
This visit took place immediately after the high-profile kidnapping of the director of Sapat international educational institution Orhan Inandi.
Orhan Inandi is a citizen of Kyrgyzstan. As it became known later, he was taken out of Kyrgyzstan by Turkish foreign intelligence officers and brought to Turkey. However, this issue was not touched upon at the meeting.
The parties discussed the current state and prospects of the Kyrgyz-Turkish bilateral and multilateral partnership, current issues of cooperation in trade, economic, military-technical, cultural and humanitarian spheres. They also spoke about the priorities of partnership within the Cooperation Council of Turkic-Speaking States (CCTS) and implementation of previously reached agreements within the framework of strategic cooperation.
Sadyr Japarov also paid an official visit to Turkmenistan. He held bilateral talks with the President Gurbanguly Berdimuhamedov.
«The parties came to a mutual understanding on many issues, reached agreements taking into account the interests of both states, and further solutions were outlined on some issues. We have confirmed the long-term strategic nature of our cooperation and expressed readiness to do everything necessary to strengthen it and to unlock the great potential of bilateral partnership,» the head of the Kyrgyz Republic said after the meeting.
After that, an aircraft with products, including tomatoes and other vegetables, as well as plumbing equipment totaling more than $21 million arrived in Kyrgyzstan.
On June 29, Sadyr Japarov arrived in Tajikistan. The trip was one of the most awaited.
The leader of the republic Emomali Rahmon showed the president his residence. The next day they discussed topical issues of the bilateral agenda, cooperation in ensuring security in the border areas and cooperation in combating external threats within the framework of regional and international organizations, including problems at the Kyrgyz-Tajik state border.

«We have always stated that the comprehensive development of Kyrgyz-Tajik relations, deepening of mutually beneficial multifaceted partnership, as well as strengthening of good neighborly relations and equal cooperation with Tajikistan meet the long-term priorities of Kyrgyzstan’s foreign policy,» he stressed.
In August, the head of the Kyrgyz Republic left for Turkmenistan again and met with Gurbanguly Berdimuhamedov. They again discussed a wide range of bilateral cooperation issues, including trade and economic cooperation, import of natural gas and electricity from Turkmenistan to Kyrgyzstan, development of tourism.
Sadyr Japarov thanked the Turkmen side for the traditionally warm welcome and hospitality served to the Kyrgyz delegation.
On September 15, the president went to Dushanbe to attend a session of the Collective Security Treaty Organization (CSTO) and a meeting of the Council of Heads of State of the Shanghai Cooperation Organization (SCO).
Sadyr Japarov raised the issue of the Kyrgyz-Tajik state border. Given the situation in the region, he proposed to develop mechanisms of rapid response and decision-making within the CSTO in case of an armed aggression by one member state against another.
Then 14 documents were signed as a result of the meeting.
At the end of October, the president left for Glasgow (Scotland, United Kingdom) to participate in the opening ceremony of the 26th Conference of the Parties to the United Nations Framework Convention on Climate Change. He took a private Embraer Lineage 1000 business jet of a Dubai company.
Such a decision, according to officials, was taken due to the fact that the receiving party allegedly announced the impossibility of landing of Tu-154 aircraft used by Sadyr Japarov in the country. The aircraft is considered to be technically outdated and does not meet international requirements.
Speaking at the 26th conference, the president said that Kyrgyzstan set the goal to reduce greenhouse gas emissions by 44 percent by 2030.
«We intend to gradually implement projects to build small and medium hydropower plants in order to completely switch the industrial sector and housing and communal services sector to electricity instead of carbon-based energy resources, primarily coal and fuel oil,» he noted.
In mid-November Sadyr Japarov visited Istanbul, Turkey, to participate in the summit of the Cooperation Council of Turkic- Speaking States. He met with representatives of large businesses and noted that approximately 300 companies with Turkish capital work in Kyrgyzstan in various fields and employ more than 5,000 Kyrgyz citizens.

He also met with his Turkish counterpart Recep Tayyip Erdogan. They discussed cooperation in political, trade and economic, cultural and humanitarian spheres. The head of the Kyrgyz Republic paid special attention to the implementation of previously reached agreements, including the creation of a Kyrgyz-Turkish investment fund.
On November 28, he flew to Turkmenistan for the third time this year to participate in the summit of the Economic Cooperation Organization. Once again he met with the leader of Turkmenistan. The sides discussed topical issues of Kyrgyz-Turkmen relations and the implementation of agreements reached earlier at the highest level.
Sadyr Japarov thanked Gurbanguly Berdimuhamedov for the warm welcome and the invitation and said it was a good opportunity to discuss the current state of joint cooperation.
At the end of the year, on December 28, the president of Kyrgyzstan went to St. Petersburg (Russia) on a working visit to participate in an informal meeting of CIS heads of state.
«One of the main topics for which we have gathered, which requires deeper discussion, is our common fight against the coronavirus pandemic,» the Russian leader Vladimir Putin said as he opened the informal summit of heads of CIS countries.
