Budget 2021: Treasury revenues amount to 311 billion soms in Kyrgyzstan

According to preliminary data, the actual execution of the resource part of the consolidated budget amounted to 311 billion soms. The President of Kyrgyzstan Sadyr Japarov announced on his official Facebook page.

According to him, the revenues turned out to be 30 billion soms more than planned. After all, initially, consolidated budget was approved in the amount of 281.3 billion soms with a deficit of 8.5 billion soms.

«At the beginning of 2021, there was a lag in tax and customs revenues from the established plan. Since May 2021, the work of the Tax Service on digitalization, fiscalization, transparency and traceability has been stepped up, which has brought result. Since August 2021, there has been a trend towards an increase in tax revenues. In this regard, appropriate changes were made to the 2021 budget,» Sadyr Japarov said.

At the end of the year, the Tax Service exceeded the plan for tax revenues by 7.9 billion soms and brought 104.2 billion soms to the budget. Over the past two months, the Customs Service has managed to reduce the backlog from the plan from 3.2 to 1.6 billion soms and collected 46.8 billion soms for the treasury.

At year-end 2021, tax revenues of the state budget were executed in full and amounted to 151 billion soms.

In addition, non-tax revenues totaled 44.7 billion soms. The growth of non-tax revenues amounted to more than 13 billion soms compared to the approved plan.

«This growth made it possible to carry out additional necessary measures to improve the social situation of citizens, the epidemiological situation, as well as ensure the food and energy security of the country for 19.5 billion soms. Including 1.8 billion soms were allocated to increase the salaries of medical workers by 50 percent, 200 million soms were allocated to increase the salaries of cultural workers. More than 1.9 billion soms were spent on compensation payments to health workers who worked in the red zones (COVID-19); vaccines against COVID-19 for 1.5 billion soms were purchased. In addition, 1.9 billion soms have been allocated to ensure food security, namely to purchase wheat, grain and replenish food supplies,» the President of Kyrgyzstan said.

For a stable passage of the autumn-winter period, the energy sector was additionally provided with 3.4 billion soms for the purchase of gas, electricity, fuel oil and electricity imports. Almost 600 million soms were allocated for a 50 percent increase of social benefits for children with disabilities, social allowances and pensions for children in case of loss of breadwinner. At the same time, the amount of these benefits has been increased by 100 percent since January 1, 2022.

«To strengthen the state’s defense capacity in 2021, more than 7 billion soms were additionally allocated, which were directed to social and material support of military personnel, an increase in wages for employees of the security bloc, as well as the purchase of the latest military equipment, which was purchased from the budget for the first time in the history of independent Kyrgyzstan. As a result, while fulfilling the resource part and all these obligations, the budget was executed with a reserve of funds for the current year at the level of 5.6 billion soms,» Sadyr Japarov concluded.
