Migration Service sets quota for foreigners working in Kyrgyzstan

The State Migration Service of Kyrgyzstan proposes to set a quota for foreign specialists engaged in the real sector of the economy in the amount of 16,490 people in 2019. The agency submitted for public discussion a draft decree on setting the labor migration quota.

The background statement says that the task is to regulate the stay and work activities of foreign citizens and stateless persons on the territory of Kyrgyzstan, and also to protect the domestic labor market from the influx of unskilled foreign labor force.

The quota is set for the republic as a whole, and for the regions and sectors of the economy.

At the same time, the size of the quota depends on the significance of the projects being implemented and is aimed at meeting the needs of the sectors of the economy and regions of the republic in foreign specialists.

The document notes that a quota for 16,490 foreign specialists was also set in 2017-2018.

It was noted that after the introduction in 2017 of a new procedure for processing and issue of Kyrgyz employment visas only on the basis of a work permit, the number of applicants for permits had sharply increased.

The number of foreign workers was calculated on the basis of plans for the implementation in 2019 of large infrastructure national projects involving foreign companies, such as the construction of the Kyrgyz-Chinese gas pipeline in Osh region and the ring road in Issyk-Kul region, the alternative North-South road and bypass roads in Batken region, gas pipeline.
