The National Commission on the State Language and Language Policy of Kyrgyzstan has developed a draft resolution of the Cabinet of Ministers «On establishing the levels of proficiency in the state language by state civil servants, municipal employees, employees of enterprises, institutions and organizations of state and municipal forms of ownership.» The document has been submitted for public discussion.
The draft resolution establishes the levels and terms of proficiency in the state language necessary for the performance of official duties by state and municipal employees holding the highest, main, senior and junior groups of administrative state and administrative municipal positions: from 2025 not lower than the intermediate level (B1), from 2027 — not lower than the upper-intermediate level (B2).
For officials and employees of enterprises, institutions and organizations of state and municipal ownership that do not fall into the category of the above-mentioned persons, including for teaching and research workers of educational organizations and medical workers of healthcare institutions, the following terms and levels are established: from 2026 — not lower than the intermediate level (B1), from 2028 — not lower than the upper-intermediate level (B2). This does not apply to persons who are not citizens of the Kyrgyz Republic.
For representatives of ethnic minorities permanently residing in the Kyrgyz Republic, it is established that from 2026 they should have a proficiency in the state language of not lower than the pre-intermediate level (A2), and from 2028 — not lower than the intermediate level (B1).
The year 2025 is considered a transitional period, and it is established that during this time, the absence of certificates of proficiency in the state language at the level required by this resolution cannot be grounds for recognizing them as unsuitable for the position held or grounds for demoting them.
