Migrants from Kyrgyzstan in Yekaterinburg complained to 24.kg news agency about problems with fingerprint registration.
According to them, mandatory state fingerprint registration and photographing is carried out through the Consulate General. It is necessary to get a certificate from the institution.
«We must undergo fingerprint and other registrations within 30 days from the date of entry into Russia. We come to the Consulate General, they say us to come 2-3 days before the end of the registration period, since they have restrictions on issuing certificates to citizens, and they issue them only to those, whose registration period is expiring. We come to the Consulate General at the specified time, but there is a long line. We may not have time to complete the registration, and then we will have to pay a fine,» the Kyrgyzstanis noted.
The Foreign Ministry of Kyrgyzstan told 24.kg news agency that the reduction in the throughput capacity for fingerprint registration of foreign citizens at the Multifunctional Universal Center in Yekaterinburg was due to technical problems with the equipment and a shortage of migration service specialists.
As a result, the number of Kyrgyzstanis applying to the said center and not having time to undergo fingerprint registration within the established time frame, that is, within 30 days from the date of entry into Russia, has increased.
In connection with citizens’ appeals on this issue, representatives of the Kyrgyzstan’s Consulate General in Yekaterinburg sent an appeal to the representative office of the Russian Foreign Ministry and held talks with the heads of authorized government agencies of Russia.
As a result, an agreement was reached on daily additional fingerprinting of Kyrgyzstanis, whose registration deadlines are expiring.
In addition, representatives of the Consular Department met with employees of the Russian Embassy in Bishkek and the representative office of the Russian Ministry of Internal Affairs in the Kyrgyz Republic at the Foreign Ministry and asked for assistance in resolving this issue.
The issue is under the control of the Foreign Affairs Ministry of Kyrgyzstan.
