Kyrgyzstan introduces criminal liability for organizing webcam prostitution

President of Kyrgyzstan Sadyr Japarov signed amendments to the Criminal Code and the Code of Offenses related to the organization of webcam studios. The press service of the head of state reported.

The amendments were adopted by the Parliament on June 26, 2024. Their goal is to establish the illegality of organizing, facilitating and engaging in prostitution and debauchery via the Internet live (online) using a special platform (webcam studio) and establishing liability for these acts.

After signing of the law, new penalties are introduced for:

  • Organizing and facilitating prostitution and debauchery via the Internet live — a fine from 100,000 to 200,000 soms or imprisonment for up to three years;
  • The same acts committed by a group of persons by prior conspiracy — a fine from 200,000 to 300,000 soms or imprisonment for up to five years with confiscation of property;
  • The same acts committed as part of an organized criminal group, criminal community — imprisonment for up to seven years with confiscation of property;
  • Acts committed with the use of children — imprisonment for up to 15 years with confiscation of property.
  • Participation of people in a live broadcast using a webcam studio, aimed at satisfying a person’s sexual desires or fantasies, including visual and conversational intimate relationships, for the purpose of obtaining monetary profit or other material compensation — a fine of 10,000 soms.
