Kyrgyzstan intends to increase fines for illegal alcohol production

The State Agency for Control over the Production and Trade of Ethyl Alcohol and Alcohol Products of Kyrgyzstan proposes to amend the Criminal Code and the Code of Offenses. The document has been submitted for public discussion.

For the production of counterfeit excise stamps and/or means of identification (marking codes) for sale, as well as for their storage, sale or use on a large scale, it is proposed to introduce a fine from 100,000 to 200,000 soms or imprisonment for up to five years.

For the production of counterfeit excise stamps and/or means of identification (marking codes) for the purpose of sale, storage, for the sale or use of counterfeit excise stamps and/or means of identification on an especially large scale, or by a group of persons by prior conspiracy — a fine from 200,000 to 500,000 or imprisonment for up to seven years.

Large scale is considered to be 200 or more counterfeit excise stamps or means of identification, especially large — over 500.

For illegal production, storage, sale of illegally produced or non-compliant alcohol or alcohol-containing drinks by individuals on a large scale — a fine from 100,000 to 200,000 soms or imprisonment for up to two years.

The same activity on an especially large scale is punished by a fine from 200,000 to 500,000 or imprisonment for up to five years.

If alcohol or alcohol-containing products on a particularly large scale (industrial production) are produced or sold by legal entities, then it is proposed to impose a fine on them from 500,000 to 1 million soms, or punish by imprisonment from five to ten years with deprivation of the right to hold certain positions or engage in certain activities for up to three years.

Large scale is 100 or more liters of alcohol and alcohol-containing drinks, and especially large is 200 liters or more.
