Deputy of the Parliament of Kyrgyzstan Nurbek Sydygaliev proposes to amend the Criminal Code. The document has been submitted for public discussion.
It says that the dissemination of pornographic materials using electronic or information-telecommunication networks, including on the Web, should be more effectively combated.
The initiator believes that the current wording of Article 161 of the Criminal Code does not fully disclose the ways of distribution, movement or advertising of pornographic videos and photos.
Criminal liability is provided for the maintenance and organization of a brothel, but there is no provision on punishment of organizers involved in the distribution of pornographic materials.
Nurbek Sydygaliev notes that offenders use social media and mobile applications in smartphones to distribute and sell banned content.
He proposes to punish those who organize these channels and provide access to pornography with imprisonment for three to five years.
The current wording of the Criminal Code provides only for a fine or deprivation of the right to hold certain positions or engage in certain activities for up to three years and community service.
