The Ministry of Economy and Commerce of Kyrgyzstan has developed a draft resolution to strengthen, optimize and control the import, storage, production and sale of oil and oil products. The document has been submitted for public discussion.
It is noted that a system will be created to track the export of oil products. This will help record tax collection and identify tax evaders.
The law drafters emphasize that according to the preliminary results of the analysis, it was established that about 40-50 tractors (without a trailer) drive through the checkpoints from Kazakhstan to Kyrgyzstan per day, which transport more than a thousand liters of oil products in gas tanks.
Illegally imported fuels and lubricants are sold mainly in the south of the country. Oil products are transported by large fuel tank trucks with a volume of more than 30,000 liters without documents or with fake ones.
Officials propose to oblige all gas station owners to install video surveillance cameras with the functions of recording and transmitting information in real time to the Tax Service. This will help to fully introduce the electronic system of fiscalization of tax collections.
The main goals of the system:
- Control of the movement of imported volumes of oil and oil products;
- Control of oil production in the territory of the Kyrgyz Republic;
- Control of the movement of oil products produced, processed in the territory of the Kyrgyz Republic;
- Prevention of fraudulent transactions;
- Accumulation of up-to-date analytical information on imported, produced, processed volumes of oil and oil products in the Kyrgyz Republic;
- Possibility to trace the history of the volume of each oil product or raw material imported into the country;
- Standardization of oil and oil products for their further use in the framework of electronic invoices and electronic consignment notes;
- Centralized collection of information on oil and oil products.
Fiscal inspectors will be able to control the entire process from the moment of import of oil and oil products into the Kyrgyz Republic or their extraction, production, processing until the moment of their sale.
The relevant ministry believes that this system will also facilitate the work of taxpayers. Accounting will be fully electronic.
