Bishkek schools do not have places for 100,000 children. Expert Eldar Abakirov said at a public discussion of the draft law on education in the Parliament.
According to him, $826 is spent annually on the education of one child in Kyrgyzstan. At the same time, 25 percent of the budget is allocated for education.
«The same South Korea spends almost $15,000 on the education of a child. 30 percent of schools work in three or four shifts. There are 90 schools in Bishkek, they are designed for 75,000 students, in fact 175,000 children study there,» Eldar Abakirov said.
He noted that the quality of education leaves much to be desired.
«The number of children is growing in Kyrgyzstan, but not the number of schools. By 2040, the number of students will reach 2 million. According to studies, 60 percent of schoolchildren have insufficient basic knowledge. Children receive poor quality education especially in state educational institutions. Many barriers are created for those who want to open a private school, a kindergarten. We must attract private sector investment in education to solve the main problems,» the expert said.
It should be noted that in the draft law on education, deputies propose to include a number of definitions in the glossary of the law: academic freedom, academic honesty, voucher, administrative and financial autonomy of an educational organization, dual education system, formal and non-formal education, e-education.
The republic needs kindergartens, deputies remind. Therefore, it is necessary to remove all bureaucratic barriers for their creation. In order funding to be effective, a voucher system must be introduced and licensing of additional education should be abolished.
The law-makers recommend abolishing the state accreditation of schools, replacing it with a system for assessment of the results of schoolchildren’s achievements.
