Kazakhstan responds to claims of Kyrgyz side on problems at border

The State Revenue Committee of Kazakhstan stated that there are no barriers for cargo carriers on the Kyrgyz-Kazakh border.

The committee told its version of the visit to Kordai and Karasu checkpoints by representatives of the Eurasian Economic Commission, fiscal authorities of Kyrgyzstan and the Customs Service of Russia.

«The Kazakh side demonstrated at Kordai and Karasu automobile checkpoints the processes of border, export control and monitoring of the movement of goods using the information systems of the State Revenue Committee. Since the beginning of the year, over 119,000 trucks have crossed the Kazakh-Kyrgyz border. Only border and export control is carried out at the border with the EAEU countries, which does not contradict the basic principles and norms of the Treaty on the EAEU, as well as the national legislation. These measures do not prevent the movement of trucks,» the State Revenue Committee said.

The Kazakh side also reminded that in February 2022, an agreement was reached between the Kyrgyz Republic and the Republic of Kazakhstan on the need to use electronic invoices for the transported goods in mutual trade. The fiscal authorities of the parties undertook to carry out explanatory work among business entities. The obligation to use the electronic invoices is enshrined in the laws of the parties.

«But this agreement is not observed by the freight forwarders of Kyrgyzstan. According to cargo carriers, periodic accumulation of vehicles on the Kyrgyz side occurs due to completion of paperwork for the transported cargo just before crossing the border. The absence of electronic invoices is a clear sign of shadow trade, respectively, concealment of taxes on income in the country of departure and VAT evasion in the country of the recipient. Therefore, the tax authorities of Kazakhstan conduct inspections of risky cargo vehicles on their territory,» the statement says.

For five months of 2022, at least 4,700 trucks, or 4 percent of the total number that came from Kyrgyzstan, were checked on the territory of Kazakhstan. Violations were established in 99 percent of cases.

Facts of importation of counterfeit excise stamps, mining equipment, electronic cigarettes and other goods without proper clearance have been revealed.

«The state revenue authorities of the Republic of Kazakhstan do not carry out verification activities at the border checkpoints. The fiscal authorities of the Kyrgyz Republic were informed about all revealed facts of violations. The results of the working visit of the EEC representatives were discussed at a meeting of the Committee on the Elimination of Disagreements and Disputes and Ensuring the Freedom of Movement of Goods in the EAEU, which was held on June 8. In their speech, the EEC representatives noted that the Republic of Kazakhstan does not carry out customs control at checkpoints. The Commission recommended the Kyrgyz side, if necessary, take additional measures to organize internal tax control over cargo transportation through checkpoints. The parties are also recommended to improve the information exchange about goods and ensure implementation of previously reached bilateral agreements,» the State Revenue Committee of Kazakhstan concluded.
