The Interior Ministry of Kyrgyzstan proposes to create an interagency commission to counter extremism. Samat Osmonov, a representative of the ministry, said at a meeting with the draft law developers, NGOs and journalists.
A new bill under discussion that aims to combat extremism expands the definition of extremist activity, he said. The definition now includes " a rebellion" and «public calls for the violent seizure of power». The developers did not eliminate the definition of «ideology of extremism» from the conceptual apparatus.
Samat Osmonov noted that a special inter-agency commission under the Cabinet of Ministers, coordinated by the Interior Ministry, will monitor and prevent all these manifestations.
He added that a number of proposals from human rights organizations and expert groups were received for discussion and they were taken into account.
Experts believe that the initiative of the Interior Ministry does not take into account the rights and legitimate interests of citizens. Certain articles and norms are illogical and unclear. The analysis showed that it is necessary to initially define the concepts of «extremism» and «extremist activity» that are clear and understandable for each person in the draft, and only then determine certain mechanisms for restricting human rights. The document also contains legal ambiguities that can be interpreted in different ways, which, in turn, can lead to violations of human rights.
