«An intermediary company earns almost a quarter of its annual profit for two days selling products of a state-owned enterprise. At the same time, the heads of the state plant and the intermediary firm are connected with the Chairman of the State Committee for National Security (SCNS),» journalist Bolot Temirov told.
He claims that Kamchybek Tashiev’s family is closely connected with the fuel business in the south of the country. The journalist notes that even before coming to power, the head of the SCNS was associated with the fuel business. His relatives are registered as owners of the Jalal-Abad oil refinery. Kyrgyz Petroleum Company JSC, the only oil refinery of Kyrgyzneftegaz JSC, also operates in the south. Both enterprises are state-owned.
After the change of power in the country, the nephew of Kamchybek Tashiev, Baigazy Matisakov, became the head of the refinery.
The Global Investigative Journalism Network helped find four documents. Thus, one of them shows that Region Oil LLC exports fuel oil produced by Kyrgyz Petroleum Company CJSC for $0.34 per kilogram. For two days, on June 23 and June 24, 2021, the company supplied 3,666 tons of fuel oil to the Fergana Oil Refinery in Uzbekistan. The fuel oil costs almost two times cheaper ($0.22) at the plant of Kyrgyz Petroleum Company JSC. It turns out that due to the difference in prices, Region Oil earned 37 million soms from the export of fuel oil.
«This is not the only export-import operation. Open Budget portal shows that Region Oil has paid 52 times for customs clearance of goods since April 16, 2021. Kamchybek Tashiev’s nephew was appointed a Director of Kyrgyz Petroleum Company CJSC at the beginning of 2021,» Bolot Temirov said.
The database of the Ministry of Justice says that the sole founder of Region Oil is Nazgul Aidarova. She ran for the City Council of Jalal-Abad from Ata Zhurt Kyrgyzstan party in April last year. The party list indicated that Nazgul Aidarova worked as an accountant at the Jalal-Abad oil refinery. This is the same plant, where the founder and director are the Tashiev brothers — Kazybek and Shairbek. In addition, the founder of Region Oil was an authorized representative of the latter in the parliamentary elections in November 2021.
Chairman of the State Committee for National Security Kamchybek Tashiev is not yet available for comment.
