Chairman of the Cabinet of Ministers of Kyrgyzstan Akylbek Japarov made a statement on measures taken to ensure transparency of the electoral process.
According to him, within the framework of the implementation of the instructions of the President Sadyr Japarov, the Cabinet of Ministers continues to take a set of measures to organize fair and transparent elections, as well as to prevent the use of administrative resources.
In his statement, Akylbek Japarov reminded that a decree on measures to ensure fair and transparent elections of deputies of Parliament was signed on November 1. An action plan has been developed within its framework.
The Ministry of Internal Affairs and the Central Commission for Elections and Referenda (CEC) registered 59 cases of violations of electoral legislation.
At least 29 cases of them were sent to the coordination group of the CEC (466 violations were registered in October 2020. — Note of 24.kg news agency).
The Chairman of the Cabinet of Ministers stressed that the following decisions were made within 10 days from the start of the campaign in connection with violations of the electoral legislation of the Kyrgyz Republic and insufficient execution of the decree of the head of state:
- The head of the state administration of Leilek district of Batken region was removed from his post;
- Mayor of Isfana was reprimanded.
The following decisions were made due to participation of Osh students in campaigning events:
- The dean of the Pedagogical Faculty of the Osh State University B.B. Muratbaev and three teachers of the same faculty were fired;
- The rector of the Osh State University K.G. Kozhobekov was dismissed;
- The Minister of Education and Science and the Mayor of the southern capital of Kyrgyzstan were reprimanded.
«Officials, who receive salaries from the budget, you do not need to participate in the campaigning events. Perform your direct duties. Your task is to provide conditions for holding elections. You can express your civic position by voting on the election day. Do not interfere with the electoral process. Dear officials and managers, if you do not want to be dismissed from posts, strictly follow the presidential decree, and then your reputation will be clean before the Kyrgyz people,» Akylbek Japarov called on, adding that he, as the head of the Cabinet, demands this.
Elections are scheduled for November 28 in Kyrgyzstan. At least 54 deputies of the Parliament are elected according to a proportional system (from open lists of candidates of political parties) in single electoral districts, 36 deputies are elected according to the majoritarian system in single-mandate constituencies.
