Sapar isakov included in list of officials responsible for Bishkek HPP upgrading

Members of the deputy commission to investigate the causes of the breakdown at the Bishkek Heating and Power Plant on January 26 included in the list of officials, responsible for the failed modernization and contract with the Chinese company TBEA, the former Prime Minister Sapar Isakov. The Social Democrat Aida Kasymalieva, member of the commission, informed 24.kg news agency.

According to her, at that time, Sapar Isakov headed the foreign policy department of the presidential administration and there is a letter where he recommends to sign the contract with TBEA.

The list also includes the former head of the government Joomart Otorbaev. She added that it includes the people’s deputies, who went to China and lobbied afterwards this agreement.

«There is also an audit report of the Accounts Chamber, but in conclusion we point out that the representatives of the Accounts Chamber of the Kyrgyz Republic did not send it to the law enforcement bodies for further verification. By the way, Temir Sariev, who headed the Ministry of Economy under the prime minister Jantoro Satybaldiev and Joomart Otorbaev, also criticized this contract,» Aida Kasymalieva said.

We also note that the Foreign Affairs Minister Erlan Abdyldaev signed the agreement, but there is a remark of his deputy Askar Beshimov, where he is against the contract and speaks of the loss of sovereignty.

While the deputy commission was working, the State Committee for National Security began to investigate the criminal case on corruption in the implementation of the project «Modernization of Bishkek HPP.» Seven former top managers of the energy industry were arrested. They all were officially charged with corruption.
