Prime Minister fires Aibek Kaliyev due to Bishkek HPP breakdown

The Prime Minister of Kyrgyzstan Sapar Isakov studied the results of the work of the interdepartmental commission on establishing the reasons for the January breakdown at the Bishkek Heating and Power Plant and decided to dismiss Aibek Kaliyev. Press service of the Cabinet reported.

Sapar Isakov instructed state bodies to accept the decision of the interdepartmental commission for execution, in particular, to increase the stability of the heat supply system of the republic and prevent such situations in the future, improve the legislative base in the field of power industry, strengthen the control and supervision over the readiness of equipment of enterprises of the fuel and energy complex of the republic for the autumn and winter period and etc.

I thoroughly studied the conclusion of the commission and came to a decision that the situation at the Bishkek HPP was an immense negligence that led to such consequences when the whole city was left without heating in the winter. Accordingly, this can not be forgiven.

«The Prosecutor General’s Office instituted criminal proceedings on this fact through my request to give a legal assessment of the actions of all officials, management and employees of the companies involved. Currently, investigative measures are underway,» Sapar Isakov said.

He instructed to take exhaustive measures to implement the plan of measures to ensure the reliability of the energy sector enterprises in the country in 2018 for the successful passage of the upcoming autumn-winter period, to prepare the necessary instructions that can be used in case of any emergency situations. At the same time, the head of the Cabinet noted the need to strengthen the human resources and create the conditions for motivation to attract highly qualified specialists to the energy sector.

The Prime Minister agreed that the operational staff of the Bishkek HPP acted in violation of the requirements of the instructions to eliminate a breakdown, and instructed to take disciplinary measures against the persons in charge, listed in the commission’s conclusion. At the same time, he noted the need to review the disciplinary measures against ordinary employees of Bishkek HPP, who followed the instructions of their leadership. Sapar Isakov believes that their guilt is insignificant.

Sapar Isakov instructed to dismiss Aibek Kaliyev, Chairman of the Board of National Energy Holding Company, and Uzak Kydyrbaev, General Director of Electric Stations OJSC.

This decision is caused by the fact that the leaders did not take appropriate measures to explain the situation at Bishkek HPP to the deputies of the Parliament and the public, in particular, to inform about the progress of modernization and the reasons for the emergency situation at the facility.

I decided to dismiss Aibek Kaliyev, who, being the head of the National Energy Holding, is responsible for the preparation of companies for the autumn-winter period. I was waiting for the results of the investigation of the commission. It became obvious that the National Energy Holding could not even clearly report to the deputies and the general public on the main topics of modernization of the Bishkek HPP.

The head of the government also stressed that the results of the work of the temporary commission of the Parliament for studying the causes of the breakdown at the Bishkek HPP and investigating the rationality of use of $ 386 million loan, received for the modernization of the heating plant, will be taken into account.
