The Prime Minister of Kyrgyzstan held a working meeting today on the issue of work permits to foreign citizens.
Sapar Isakov was outraged: there are many complaints from foreign citizens, including investors, entrepreneurs, university employees, that the issuance process is untransparent, slow and uncomfortable.
«We attract investors and good teachers to universities, and state agencies do not allow them to develop, trouble them by the process of issuing permits,» the head of government said.
Sapar Isakov criticized the officials.
«The State Migration Service has delayed the process of issuing work permits this year. The documents on the number of quotas were not worked out in time. In this regard, some foreign citizens will be forced to pay fines. The situation should be analyzed. If the delay is due to the fault of the state body, fines should not be levied. And the management of the service within a week should resolve the situation,» said Sapar Isakov.
He demanded to exclude delays in issue of work permits.
The government should create the most convenient process for applying for a work permit. Our legislation, our procedures should be attractive to investors in order large enterprises and businesses to open, and professors of international universities to come to teach. Investments are the engine of the economy, these are tax revenues and new jobs.

Officials were given a one-week period to resolve the issue, including within Taza Koom program, to develop a platform for creating the possibility of online submission of documents, making the necessary payments and obtaining a work permit; to issue permits to investors, entrepreneurs, business, academic personnel (to shorten the terms for issuing permits and obtaining work permits for this category) in priority order; to review the list of submitted documents to reduction and simplification.
