Judicial decision within the framework of the EEU will have only an advisory character, ex-vice-premier of the Kyrgyz Republic Oleg Pankratov said today at 24.kg news agency at a round table on the solution of the problem on the Kazakh-Kyrgyz border.

According to him, the systemic problem today is whether the countries of the EEU are ready to work in a civilized manner within the framework of the union. «The contractual base is quite modern and good. But any association is built on the fact that the participating countries show the will to fulfill their obligations. Only then it will be effective. If the countries, observe the obligations they want, and don’t observe when they don’t want — no, then all the bases of this block are questioned,» Oleg Pankratov said.

«Therefore, there is practically no mechanism to influence one of the countries. If someone does not fulfill their obligations, the suffering partner country receives the right of reciprocal, adequate, equal measures. In our case, this practice is of little use, so we need to rely more on the fact that partners will be responsible,» he said.

«The second mechanism entitles one country to apply in court and obtain a judicial decision that will confirm the legality / illegality of the other party. But even this decision will have only an advisory character. There are no coercive institutions to execute this decision,» Oleg Pankratov explained.

Recall, entrepreneurs of Kyrgyzstan intend to apply to the court of the Eurasian Economic Union (EEU) to compensate losses to affected business entities.
