The Cabinet of Ministers of Kyrgyzstan has made amendments to its resolution No. 168 dated March 31, 2025 regarding the temporary procedure for legalizing certain categories of vehicles that were brought into the country before December 31, 2024, and have not been registered.
What’s changing — important information for vehicle owners
- The legalization fee for a car with an engine capacity of up to 2,000 cubic centimeters will be 500 calculated rates (50,000 soms), and for engines over 2,000 cubic centimeters — 1,000 calculated rates (100,000 soms).
- A vehicle safety certificate can now only be issued by an accredited inspection body conducting the technical inspection.
- When applying for legalization, if border crossing data is missing in the information system, the import date will be considered December 30, 2024.
If a vehicle was imported to Kyrgyzstan before the end of 2024, but lacks ownership documents and foreign number plates, it can still be legalized. This requires passing a technical examination at an accredited organization.
The recommended cost for vehicle evaluation has been set at 950 soms.
The format of the safety certificate and the list of required documents will be approved by the authorized body for technical regulation.
The resolution takes effect starting today, April 15.
Legalization of vehicles with foreign number plates began on April 1 and will conclude in mid-September 2025. During this period, owners of cars with Armenian and Abkhazian license plates must apply to regional offices of the relevant agency to legalize their vehicles.
Priority will be given to vehicles with proper documents. It has been reported that in the second phase, cars without documents, but that meet technical requirements will be registered.
Previously, Kamchybek Tashiev, head of the State Committee for National Security (SCNS), met with owners of cars with Armenian and Abkhazian number plates. They stated that the 100,000 soms fee was too high and asked for a reduction.
Tashiev promised to reduce the legalization cost for vehicles with engines up to 2.0 cubic centimeters from 100,000 to 50,000 soms. Additionally, the daily fee at impound lots will be reduced from 100 to 50 soms. The cost of the relevant lab inspection will be reduced from 2,800 to 1,000 soms. The certificate issued by the Border Service will be annulled.
