Complaints against judges continue despite reforms

A kurultai of judges, which is held every three years, was held in Bishkek today, March 5. It was announced during the event that complaints against judges continue to come.

It is specified that much has been done since the last kurultai to develop the country’s judicial system: rotation of judges has been carried out, court buildings are being renovated, salaries of servants of Themis have been increased, service housing has been built in the regions, a house has been built in the capital and a mortgage housing has been issued, a resort in Issyk-Kul region has been transferred, and service cars have been provided.

At the same time, it is noted that, despite the reforms being carried out, the number of complaints against judges is increasing. In 2024, various penalties were applied to 99 judges, and 4 servants of Themis were dismissed after receiving a guilty verdict.

«At this kurultai, we are setting new demands for judges, which must be fulfilled in the next three years. In order to ensure the honest and fair work of judges and prevent corruption risks, it is necessary to develop a new system for electing judges in the near future. The judicial system has lagged behind many government agencies in terms of digitalization, so it is necessary to introduce electronic judicial proceedings and receiving information online in the near future. I also instruct to create a reserve of candidates for the position of judges,» President Sadyr Japarov said in his speech.

He said that an institute of private bailiffs will be created, and the Ministry of Justice is developing a corresponding bill.

The head of state added that in order to ensure the independence of judges and the development of the judicial system, it is necessary to adopt laws that meet the requirements of the times. And he recalled that, according to the Constitution, the Supreme Court has the right to put forward bills, calling on the highest authority to use it.

Recall, a bill of the Supreme Court of the Kyrgyz Republic was submitted for public discussion recently, which proposes to create two specialized courts in Bishkek: for civil and economic cases; for criminal cases and cases on offenses. According to the initiator of the document, such innovations will help solve the problems with the workload of judges.
