Kyrgyzstan introduces online broadcasting of driver's license exams

Exams for driver’s license in Kyrgyzstan can be watched online from now on. This innovation was introduced by order of the Director of the State Agency for Registration of Vehicles and Drivers Ulan Karypbekov. The agency reported.

The pilot project was launched in Bishkek and Osh cities. The initiative is aimed at increasing transparency and minimizing corruption risks in the exam process.

As part of the changes, instructions for taking qualification exams have been revised. Now examiners do not have the right to use mobile phones, walk around the classroom, or interact with candidates after the exam has started. If a candidate has problems with the automated system, he or she must inform the examiner about it, who is obliged to draw up a report on the problem that has arisen.

At least 345,830 people registered for the exams from January 1 to October 15, 2024. Of these, 61,294 passed the exam, 210,595 failed, and 73,941 people did not come.

 At the end of September, the State Committee for National Security revealed a corruption scheme related to driver’s license exams at the State Agency for Registration of Vehicles and Drivers. A total of ten employees of the state agency were detained, including its head Ruslan Dzhokoyev.

The security services reported that citizens contacted individual subjects of the corruption scheme in order to obtain driver’s licenses. The latter acted as intermediaries between the examinees and the officials of the given state institution, and received bribes. The officials, pursuing selfish goals, facilitated the successful passing of exams.
