Kyrgyzstan intends to accede to Private Employment Agencies Convention

Kyrgyzstan intends to ratify Convention No. 181 of the International Labor Organization on Private Employment Agencies, adopted on June 3, 1997 in Geneva. The bill, developed by the Ministry of Labour, Social Security and Migration, has been submitted for public discussion.

The ministry notes that currently the labor market of the Kyrgyz Republic is actively represented by private employment agencies (PEAs). However, their activities in terms of ensuring high ethical standards are subject to review and reform.

Acceding the Convention could contribute to the creation of an appropriate regulatory framework for PEAs on recruitment, which could improve the quality of services provided by agencies and promote ethical recruitment practices.

It will also assist in the prevention of human trafficking and forced labor, will provide a platform for the protection of workers’ rights, including from abuse and fraud during recruitment (including selection, transportation, placement and the possibility of return to the country of origin), and will also help reduce the cost of labor migration.

Convention No. 181 helps develop appropriate economic and legal instruments. PEAs will follow the same rules and receive equal opportunities for work.
