Foreigners obliged to undergo fingerprint registration in Kazakhstan

Provisions of the Law on Fingerprint and Genomic Registration came into force in Kazakhstan. The Ministry of Foreign Affairs of Kyrgyzstan reported.

According to the ministry, from January 1, 2024, foreigners and stateless persons over 16 years old are obliged to undergo fingerprint registration in cases established by law.

This procedure is mandatory when preparing the following documents for stay in the country:

  • Permanent residence permit in the Republic of Kazakhstan;
  • Residence permit for a foreigner in the Republic of Kazakhstan;
  • Certificate of a stateless person;
  • Temporary residence permit;
  • Visas of the Republic of Kazakhstan (initially obtained and extended on the territory of the Republic of Kazakhstan);
  • Asylum seeker’s identity card;
  • Refugee certificate;
  • Refugee travel document.

Persons subject to expulsion or subject to international treaties on readmission ratified by the Republic of Kazakhstan must also undergo mandatory fingerprint registration.

When undergoing fingerprint registration, foreigners or stateless persons must have an identification document, and in case of its absence — a certificate confirming their identity and sending them for fingerprint registration.

Refusal to undergo mandatory fingerprint registration entails administrative liability in the form of administrative expulsion from the republic.
