Ombudsperson of Kyrgyzstan Jamilya Jamanbayeva visited the pretrial detention center 5 in the southern capital of Kyrgyzstan as part of her working visit to Osh city and Osh region.
She familiarized herself with the conditions of detention of prisoners. At the time of the Ombudsperson’s visit, there were 367 prisoners in the detention center, there are 500 places in total.
A random inspection of the cells revealed that there were eight prisoners in one of them, designed for four people. In general, the prisoners did not complain about the conditions of detention. But they asked to protect their rights in court.
Dampness was felt in the cells, the building of the pretrial detention center 5 is very old and dilapidated. As a result of the visit, the Ombudsperson and the management of the pretrial detention center 5 discussed these problems.
Jamilya Jamanbayeva calls on the Cabinet of Ministers to speed up the issue of the center’s relocation outside the city.
The Ombudsperson visited the pretrial detention center of the Osh Department of Internal Affairs to familiarize herself with the conditions of detention of prisoners. The center is located in the basement of the Department of Internal Affairs. One of the detained women, who introduced herself as a lawyer, complained about violation of her rights.
She was detained under the article «Hooliganism». The staff of the pretrial detention center reported that she had been brought in half an hour before the Ombudsman’s visit. Detainees in other cells did not complain about detention conditions. The head of the Osh Department of Internal Affairs told Jamilya Jamanbayeva about the measures taken to ensure the observance of citizens’ rights.
