62 percent of victims of violence do not turn to police in Kyrgyzstan

Every third woman is a victim of domestic violence in Kyrgyzstan, and every fourth woman is harassed in the workplace. Ombudsperson of the republic Atyr Abdrakhmatova stated at a meeting of the Committee on Constitutional Legislation, State Structure, Judicial, Legal Issues and Regulations of the Parliament.

According to her, 62 percent of victims of violence do not turn to law enforcement agencies because of distrust of their representatives.

«This is due to the stereotyped thinking of police officers, such as, for example, the head of the Main Internal Affairs Department of Bishkek, who said that the girls voluntarily have sexual contacts,» added Atyr Abdrakhmatova.

She noted that the suspects were not held accountable in every third court verdict on the facts of domestic violence. «The cases are either closed or suspended. Most of the complaints about domestic violence came from Chui region and Bishkek,» said the country’s main human rights activist.

According to her, during the past year, the Institute of Ombudsman investigated 337 cases related to violations of the rights of children and women. Of these, 239 applications were filed by the victims themselves, 98 cases were initiated by the Ombudsman’s Institute. To date, the office of the Ombudsman is running 141 cases on the protection of women’s rights, 142 cases on the rights of the child, and 16 cases on the observance of family rights of men.

«At least 23 out of 65 women who applied to the Ombudsman in 2022 suffered from beatings, torture — 9, bullying — 5, rape — 5. 34 percent of the cases were related to violence,» Atyr Abdrakhmatova said.

Ombudsman reports to the Committee on the results of work for the last year.
