Low standard of living contributes to domestic violence growth - Dinara Ashimova

About 9,000-8,000 cases of domestic violence occur per year in Kyrgyzstan. Deputy of the Parliament Dinara Ashimova announced at the launch of the global campaign «16 Days of Activism Against Gender-Based Violence».

According to her, the very low economic standard of living of families plays a certain role in this — quarrels occur due to everyday problems.

«To send a child in kindergarten and provide living conditions; the woman is forced to work late hours. Or a man works, but cannot provide for his family,» the deputy said.

Dinara Ashimova added that domestic violence is taking on an ugly form.

«An entire generation of children grew up without sufficient parental attention. Some worked for weeks, others left the country to work. These parents could not show their children an example of a family,» Dinara Ashimova said.

She added that changes have been made to some legislative acts in the field of security and protection from family, sexual and gender-based violence.

«We are expanding the powers of probation authorities, expanding the rights of victims, and toughening penalties for rape. We also equalize the rights of the suspect’s lawyer and the victim’s representative. We are introducing new concepts such as risk assessment. In addition, we want to extend the term of the protection order to 30 days; now it is issued only for three days,» Dinara Ashimova said.

Amendments to some legislative acts in the field of security and protection from family, sexual and gender-based violence were considered in the first reading last week. The draft law was developed to provide comprehensive assistance to women and girls who have been subjected to sexual, gender-based, and family violence, and to eliminate impunity for perpetrators of violence.
