Russia passes law restricting use of foreign words

The State Duma of the Russian Federation adopted in the second and third readings a law regulating the use of foreign words in the Russian language. RIA Novosti reports.

According to the news agency, the amendments were developed by the government. The document is aimed at increasing the importance of the Russian language as the state language throughout the country and strengthening control over the observance of its norms by civil servants and citizens.

«The draft federal law assumes the inadmissibility of using foreign words, with the exception of those that do not have commonly used analogues in the Russian language, the list of which is contained in normative dictionaries,» background statement to the bill says.

The initiators note that this measure is aimed at protecting the Russian language from excessive use of borrowings. The bill introduces such concepts as normative dictionaries, grammar and reference books, which fix the norms of the modern Russian literary language. The areas where the Russian language must be used as the state language are also spelled out: the educational environment, state and municipal information systems, data for consumers of goods, works and services. If there is text in a foreign language, then the translation should be done in a font of the same size, type and color.

«There is the first sphere of use, without any reservations, and there are several areas, such as the performance of works, the media, advertising, where there may be features in the implementation of activities,» said Elena Yampolskaya, head of the Duma Committee on Culture, at the meeting.

When using the Russian language as the state language, the use of words and expressions that do not correspond to modern literary norms, including obscene language, is not allowed.
