Additional road maintenance fee planned to be introduced in Kyrgyzstan

The Cabinet of Ministers of Kyrgyzstan intends to introduce a fee for the use of roads, which will be paid by all car owners. Amendments to the Code on Non-Tax Revenue have been submitted to the Parliament for consideration.

The background statement to the document notes that it is planned to introduce the new type of fee to increase the revenue side of the budget and improve the condition of the country’s roads. 10 billion soms are needed annually to maintain them in a safe standard condition. The funds transferred to the budget of the Road Fund are not enough, therefore it is proposed to introduce the fee for the repair and maintenance of roads.

The amount of the fee will be included in the cost of fuel and lubricants in retail trade.

In addition, it is proposed to introduce fees for recycling of tires, fuel oils. They will be paid by importers of this type of product.

The size and procedure for paying these types of fees will be determined by the Cabinet of Ministers. The funds will go to the republican budget.

It should be noted that all owners of vehicles in the republic already pay tax on movable property. In theory, it should be spent including on the maintenance of roads. It turns out that citizens will have to pay twice.
