The Ministry of Economy and Commerce of Kyrgyzstan submitted a draft law on strategic management for public discussion.
According to the ministry, there is no order in consideration and adoption of documents to date, which delineate the functions of the state and local governments within the framework of strategic planning. There is no clear description of this or that type of strategic legal act.
The developers propose, in order to avoid conflicts and ambiguities, to enshrine the main role of the president in the system of strategic management. Only the head of state will be able to initiate and approve the national and statewide programs of development of the country.
Neither the Chairman of the Cabinet, nor his deputies, nor city mayors, nor the speaker have such powers.
