Digital system for registration of vital status of a person Medical Certificate has been launched in medical institutions of Bishkek in test mode. E-Health Center under the Ministry of Health of Kyrgyzstan reported.
The system will make it possible to online register the fact of birth of each person, the basic indicators of child and mother, other important data on health and birth, as well as the fact of death with its causes according to the approved world classifiers. The system was developed as part of Sanarip MED program and the approved Target Model for Digital Health Development.
Bakyt Dzhangaziev, Deputy Minister of Health for Digital Development, noted that the Medical Certificate system will make it possible to personally approach birth of a person with indication of his or her primary indicators, as well as transfer personalized information to specialists for further medical monitoring.
«Availability of prompt, reliable and quality information about a person’s birth, health and death will allow the health care system to analyze and take the necessary steps to improve fundamental indicators of human and national health, and to take preventive steps to protect the population from diseases,» he said.
All the records in the Medical Certificate system have their unique number and each certificate is protected with a QR code that will confirm its authenticity. The certificate has a single format.
«Earlier, the medical organizations used to issue a paper medical certificate that had to be submitted to the civil registry, where the corresponding entries were made in the civil status acts and the certificates were issued. Therefore, for the convenience of citizens the Ministry of Health plans to organize an automatic data transfer from the Medical Certificate system to the civil registry offices through the Tunduk system together with Infocom state enterprise of the Ministry of Digital Development at the second stage of the launch of the system. Citizens will not need to take certificates — all the data in electronic form will be directly transmitted to the relevant authorities,» the center reported.
The agency added that the Ministry of Health would continue implementation of digital projects to improve the quality of health and convenience of digital services and services for citizens.
