Sadyr Japarov visited Dordoi trade and market complex and Osh market today and explained to the sellers how to use cash registers.
It is noted that the president, after listening to arguments of entrepreneurs why many of them do not support the introduction of cash registers, stressed that this situation arose due to insufficient outreach activities. According to him, there is an incorrect interpretation of the goals of the cash register system.
«You must understand that this initiative is being introduced in order to get rid of smuggling and the import of unaccounted goods,» Sadyr Japarov explained.
We do not have the task of earning at the expense of entrepreneurs or replenishing the country’s budget at their expense. On the contrary, the state creates conditions for their work.

«We are talking about the fact that 40 percent of the domestic economy is in the shadow, and we want to get it out of there without harm to small and medium-sized businesses. If earlier the entrepreneurs themselves had to buy cash registers, now they will be purchased at the expense of the budget, we will make free mobile applications so that entrepreneurs can comfortably work with cash registers,» the president explained.
The head of state explained that entrepreneurs with a low turnover will be able to work through a mobile application in their smartphones. Cash registers will be mandatory for large shopping centers. Small businesses with a turnover of up to 8 million soms are exempt from taxes, it is only necessary to use cash registers.
If your revenue does not reach 8 million soms, then you pay nothing: neither for a license nor a tax.

«If the income exceeds and reaches 30 million soms, then we consider different options of rates depending on the specifics of the activity. Currently, the working group is considering individual conditions for the introduction of cash registers for representatives of small and medium-sized businesses,» the president said.
As noted, entrepreneurs confirmed that due to low awareness, they did not understand much and therefore took the innovations with skepticism.
At the same time, sellers added that when introducing cash registers, it is necessary to take into account the segment of retail and wholesale trade, as well as proceed from the individual characteristics of the goods being sold.
The Minister of Economy and Commerce Daniyar Amangeldiev, in turn, noted that the introduction of the system will have a positive impact on creating equal conditions for competition and increase business transparency.
According to the press service of the head of state, Kyrgyzstan will purchase 10,000 cash registers in the near future. They recalled that 10,000 cash registers have been purchased earlier as part of a pilot project, and Russia also provides 30,000 cash registers. «Thus, the main part of entrepreneurs in Bishkek will be provided with cash registers,» the press service noted.
Sadyr Japarov, in addition to meeting with sellers, got acquainted with the prices for essential products, the product range presented on the shelves, talked with market visitors, entrepreneurs, answered their questions, and also bought bakery products.
