Internal Affairs Ministry intends to toughen punishment for traffic violations

The Ministry of Internal Affairs of Kyrgyzstan developed a bill that proposes to strengthen the responsibility of drivers for gross violations of the rules of the road. The corresponding document was published on the website of the Cabinet of Ministers.

These violations include speeding, violation of the rules of overtaking and maneuvering into the oncoming lane, as well as drunk driving.

According to the ministry, 32,369 traffic accidents were officially registered in Kyrgyzstan from 2017 to 2021, in which 4,006 people were killed and 49,639 were injured. At least 28,142 road accidents were committed through the fault of drivers, which is 86.9 percent of the total number of traffic accidents.

Almost 70 percent of those killed in road accidents are people of the most active working age (25-40 years old).

It is proposed to deprive of a driver’s license for a large number of traffic violations, including drunk driving. The document also provides for increasing responsibility of the driver for leaving the scene of the traffic accident.

The document states that for the traffic violations repeated during the year, the driver will be deprived of the right to drive vehicles for six months. The refusal of the driver to pass, in accordance with the established procedure, the examination for the state of intoxication entails the deprivation of the right to drive for a period of five years.

A similar punishment is proposed for a road accident, in which the perpetrator caused material damage or harm to human health (through negligence).

At the same time, driving a vehicle while being intoxicated with alcohol, narcotic drugs, psychotropic and other intoxicating substances, committed repeatedly during the period of deprivation, entails deprivation of the right to drive a vehicle for 10 years.

The Ministry of Internal Affairs intends to increase the amount of fines for exceeding the established speed limit to 20,000 soms. This violation is currently punished by a fine of 7,500 soms.
