Negotiations between the Chairman of the State Committee for National Security of Kyrgyzstan (SCNS) Kamchybek Tashiev and the head of the State Committee for National Security of Tajikistan Saimumin Yatimov ended.
Following the meeting, Saimumin Yatimov said: as a result of the conflict on the Kyrgyz-Tajik section of the state border, there are dead and wounded, and this is the result of unresolved problems between the two states.
«These conflicts always occur for a reason; it is necessary to eliminate the main causes. We must proceed not from phenomena, but rely on the root of the matter and make a final decision. When we talk about the root, we mean regularity. We are talking about legal acts that must be followed. These legal acts must be decided on the basis of mutual consent and expression of will. We proceed from the protocols and fundamental documents of 1924-1927, we proceed from the decisions of the parity commission of 1989, we proceed from the signed protocols between the commissions, which are also a form of expression of the will of our governments, reflect the interests of our peoples. It is necessary to observe these protocols very strictly; departure from legal acts, departure from signed protocols leads precisely to conflicts,» he said.
Saimumin Yatimov called the meeting with the head of the State Committee for National Security of the Kyrgyz Republic «a very thorough conversation.»
«We have practically discussed all the issues. We agreed that during the talks we should keep in mind the fundamental documents that were signed in historical terms and as a result of the tremendous work of our parity commissions. We agreed that the requirements of the protocols must be addressed and strictly implemented. In particular, we are talking about protocol No. 39 of May 1, 2021 (minutes of the meeting of the government delegations of the Kyrgyz Republic and the Republic of Tajikistan on the delimitation and demarcation of the Kyrgyz-Tajik state border). Like the others, this is the most important protocol. We agreed that in eight days we would start implementing this particular protocol. We will work exclusively on the signed points. Exactly in eight days the parity commissions on topographical and legal works will begin their work. This work will be carried out continuously in order to resolve all issues related to the problem of delimitation and demarcation of the state border. In the near future, we will meet and discuss the work of these commissions. We decided that we have the opportunity and all the prerequisites for resolving the issues. We did not sign any protocols following the meeting, but there are things that are more important than the protocol. We gave our word, shook hands with each other that we will implement what we have agreed on and discussed. These issues will certainly reflect the interests of the two fraternal peoples,» he said.
The Chairman of the SCNS Kamchybek Tashiev said that he joins the words that his colleague from Tajikistan said. «I would like to add that today, on January 29, a working meeting was held from 11 a.m. to 2 p.m. Most importantly, a decision was made to resume the work of the intergovernmental commission on delimitation and demarcation, since its work was suspended two months ago,» he stressed.
We decided that the work of this commission will be carried out constantly and intensively on the basis of protocols and decisions, in the interests of our states. I believe that even though we did not sign any documents today, our words, our handshake will be fulfilled.

On January 27 at 6.15 p.m., the border guards of Tajikistan blocked a section of Batken — Isfana road in Tort-Kocho area of Batken region. The border units of Kyrgyzstan, deployed on this section of the border in Batken region, switched to an enhanced mode of service. The both sides exchanged fire. The Tajik military used mortars and grenade launchers.
At night, the parties agreed on a complete ceasefire, withdrawal of additional forces and equipment from the border, opening of Batken — Isfana road for traffic and joint patrolling of border areas in order to prevent conflicts.
