A working meeting of the parties was held at the border line of Kyrgyzstan and Tajikistan. Press center of the State Committee for National Security of Kyrgyzstan (SCNS) reported.
The delegation of the Kyrgyz Republic is headed by the Chairman of SCNS Kamchybek Tashiev. It includes the Presidential Envoy to Batken region Abdikarim Alimbayev, Director of the Border Service of the SCNS and heads of other state structures.
The Tajik side was represented by the First Deputy Chairman of the State Committee for National Security, the Chairman of Sughd region, and the Commander of the border troops.
As a result of the meeting and negotiations, the parties decided:
- To instruct the joint commission to organize a thorough investigation into the causes of the conflict with the participation of the relevant law enforcement agencies and prosecution authorities;
- To ensure the return of all local residents who fled their homes at the start of the conflict;
- To withdraw all subdivisions of military forces from the corresponding border line;
- To ensure the unblocking of all roads, restoration of the destroyed infrastructure and power transmission lines;
- Authorities of the parties to ensure proper control in the border area in order to prevent future border, water and land conflicts.
The day before, at 6.15 p.m., the border guards of Tajikistan blocked a section of Batken — Isfana road in Tort-Kocho area of Batken region. The border units of Kyrgyzstan, deployed on this section of the border in Batken region, switched to an enhanced mode of service. The both sides exchanged fire. The Tajik military used mortars and grenade launchers.
At night, the parties agreed on a complete ceasefire, withdrawal of additional forces and equipment from the border, opening of Batken — Isfana road for traffic and joint patrolling of border areas in order to prevent conflicts.
