Recall, the Secretariat of the Security Council, following the instruction of the Prime Minister, checked the statements of Kylychbek Sultan and the accusations of the Ministry of Foreign Affairs in his address. Results of the check are already considered by the president.

«Preliminary check of information about violations at the Foreign Affairs Ministry revealed one of the serious problems in the country’s foreign policy department — the lack of a clear personnel policy in the system of the Ministry of Foreign Affairs of the Kyrgyz Republic and resulting from it negative consequences in form of periodic leakage of information and «official» documents from the ministry,» the message says.

It is noted that significant deficiencies were found in the work of the leadership of the Ministry of Foreign Affairs of the Kyrgyz Republic in the selection and placement of personnel, as well as the insufficiently objective reaction of the Minister of Foreign Affairs to violations of the law committed by his subordinates.

The check revealed the facts of flaws and violations by the Ambassador Kylychbek Sultan himself at the post of the head of the diplomatic mission in Malaysia and Korea. Thus, gross violations of the instructions for ensuring secrecy were revealed in the embassy of Kyrgyzstan in Malaysia. The facts of acceptance of citizens of Kyrgyzstan for internship at the embassy in Malaysia without a consent of the Ministry of Foreign Affairs, which is also a violation of secrecy, were revealed.

After dismissal from the post of ambassador to Malaysia, Kylychbek Sultan and his family members did not surrender accreditation cards to the Malaysian Foreign Affairs Ministry, which are valid until February 2019 that is a violation.

«In February 2018, the ambassador on Facebook and on a website allowed the publication of an internal correspondence of the Ministry of Foreign Affairs with the embassy. In addition, he placed a photocopy of the instructions of the Ministry of Foreign Affairs to the embassy, ​​which is an unacceptable violation of the standards for working with official documents in the civil service. The ambassador misled the Foreign Affairs Ministry and, without hiring a residence for stay, was accommodated in a hotel for a long time, which is a financial violation. Being the ambassador of Kyrgyzstan to Korea, Kylychbek Sultan made private trips to Malaysia without a consent of the Foreign Affairs Ministry,» the message says.

In addition, according to the law on diplomatic service, an employee of a foreign institution who is on a long-term foreign business trip, in the case of his wife’s residence in the host country with him, is paid an additional monthly payment of 30 percent of his monthly salary. In the course of the check, no supporting documents and information that the ambassador’s spouse lived with him in Korea were received.

"Despite this, in 2018, the Ministry of Foreign Affairs of the Kyrgyz Republic unreasonably paid additional salary to the ambassador for a spouse in the amount of more than $ 6,500. In addition, according to the Ministry of Justice of the Kyrgyz Republic, Kylychbek Sultan, while working in the civil service, was at the same time the head of business entities: the newspapers Super, Super Crossworddor, Super Scanworddor, the Security Council noted.

Materials on the facts of violations revealed in the Ministry of Foreign Affairs, as well as those committed by Kylychbek Sultan during the period of his work as the head of the diplomatic mission in Malaysia and Korea, will be sent to the Prosecutor General’s Office for consideration and legal assessment.
