Sapar Isakov's supporters demand fair investigation within Bishkek HPP case

«We demand a fair investigation into the modernization of Bishkek Heating and Power Plant and to change the measure of restraint for Sapar Isakov,» such a petition was posted on change.org website.

Its authors are outraged by the arrest of the former Prime Minister Sapar Isakov, who cooperated with the investigation and was not going to flee the country.

«Sapar Isakov is accused of «corruption», namely, «lobbying TBEA,» which is the general contractor in the modernization of Bishkek HPP. In 2013, Sapar Isakov held the post of the head of the Foreign Policy Department, was responsible for preparing the state visit of President Xi Jinping to Kyrgyzstan. His powers included only the technical preparation of documents for signing by the leaders of the two countries,» the petition says.

The government of Jantoro Satybaldiev prepared the draft agreement with the Chinese side. On December 11, 2013, the Parliament ratified a loan and grant agreement for the modernization of Bishkek HPP. On December 23, it was signed by the president.

It is impossible to «lobby» the company selected by the Chinese side, within the framework of an international agreement, prepared by the government and ratified by 91 deputies," the authors of the petition state.

In their opinion, all the political elite of that time decided to modernize the HPP, decided on the credit, that the Chinese party itself chooses the contractor, the official note from their side evidences it.

«Sapar Isakov, being the Prime Minister, did not engage in modernization of the HPP. This persecution undermines the credibility of the state, as it violates the fundamental principles of justice. This has nothing to do with the fight against corruption,» the petition says.

The former prime minister was formally charged with corruption within the criminal case on the modernization of Bishkek HPP. The investigation is conducted by the State Committee for National Security.

The Pervomaisky District Court of Bishkek changed Sapar Isakov’s measure of restraint from a written undertaking not to leave the city to detention in the pretrial detention center of SCNS until the end of the investigation.
