Prime Minister criticizes head of Ministry of Transport

The Prime Minister gave the head of the Ministry of Transport and Roads Zhamshitbek Kalilov half a year to solve the aviation’s problems. This Sapar Isakov said today at a meeting of the Council for Business Development and Investment.

Director of the Civil Aviation Agency Kurmanbek Akiev couldn’t exactly answer the head of the Cabinet to the question who is engaged in the analysis of aviation legislation and its change. The head of the Ministry of Transport, in whose jurisdiction the Civil Aviation Agency is, tried to protect the subordinate. Zhamshitbek Kalilov noted that the Civil Aviation Agency was set the task to primarily implement the recommendations on the results of the audit of ICAO. After all, there are more and more such comments from year to year after an audit. In addition, the head of the Ministry of Transport admitted that the Civil Aviation Agency really doesn’t have enough specialists.

The Prime Minister responded by criticizing the official.

«The Ministry of Transport and Roads is responsible for the work of the Civil Aviation Agency. It is necessary to work normally. Each item is considered. Your head of the department can’t answer questions. The reason is one — there is no proper level of work on the issue and no experts. You, as a minister, should resolve these issues. These are elementary things: to meet with international organizations, write the right projects, so that they help us with changing the legislation, advice in which direction to go, help to make up the plan. We don’t do these steps, we didn’t even begin to do it. Withdrawal of Kyrgyzstan from the IACO black list is simple. You just have to work on it. I give you six months to solve all the issues,» Sapar Isakov concluded.
