President of Kyrgyzstan Sadyr Japarov changed the decree on national projects, the implementation of which is of strategic importance for the country. The press service of the head of state reported.
The decision was taken to support investment projects for the construction of strategic infrastructure facilities for public administration or economic development, financed in whole or in part from the state budget and by providing state assets as a contribution.
To implement national investment projects and projects of national importance, government agencies will use an integrated approach of state support based on guarantees, infrastructure, fiscal, administrative support, as well as preferential conditions for regional projects.
To provide state support, as well as for coordination and support of each initiator (subject) of national investment projects and projects of national importance until full implementation, the Cabinet of Ministers is entrusted with:
- Development and adoption of regulations on the procedure for selecting national investment projects and projects of national importance;
- Approval of the list of national investment projects and projects of national importance with the assignment of government bodies and their responsible officials;
- Approval of the list of curators from among the deputy heads of state bodies for each national investment project and project of national importance and assigning personal responsibility for their implementation;
- Making appropriate changes to the Tax Code to provide preferences for national investment projects and projects of state importance;
- Making changes to the Land Code regarding the provision of land free of charge and without payment of compensation for losses of agricultural and forestry production on land plots intended for development for the implementation of national investment projects and projects of national importance.
The decree comes into force ten days from the date of its official publication.
