Two criminal cases were opened against deputy Emil Zhamgyrchiev in Uzbekistan. The head of the State Committee for National Security (SCNS), Kamchybek Tashiev, announced this today, January 10, 2024, at a meeting of the Parliament.
The deputies discussed the results of the commission’s work on the recommendation of Prosecutor General Kurmankul Zulushev to give consent to bring Emil Zhamgyrchiev to criminal liability.
According to the head of the SCNS Kamchybek Tashiev, they interrogated Salim Abduvaliev.
«He testified and confirmed that he met with Zhamgyrchiev, who asked for help to restore order among the officials of Kyrgyzstan. Salimbai replied to this that his authority does not extend to Kyrgyzstan. Then it turned out that Zhamgyrchiev had cheated Abduvaliev’s assistant. He stayed at a hotel for several days and left without paying. Therefore, Uzbekistan opened two cases, one for fraud, and the second — for illegal crossing of the state border,» the head of the SCNS said.
The day before the deputy commission agreed to prosecute deputy Emil Zhamgyrchiev.
In 2020, Emil Zhamgyrchiev and Baktybek Kalmuratov were accused of taking a bribe from a businessman for a positive solution to issues related to a criminal case on smuggling. The victim, Emir Emilkanov, renounced his claims against the accused. The Pervomaisky District and Bishkek City Courts acquitted both defendants for lack of evidence of a crime.
On December 6, 2022, the Prosecutor General’s Office appealed to the Supreme Court of the Kyrgyz Republic with a petition to overturn the acquittal of Emil Zhamgyrchiev. On December 26, the State Committee for National Security issued a press release indicating that the deputy was wanted. After the parliament member showed up, it turned out that he took unpaid leave to care for his father. As a result, in January 2023, the Supreme Court sent the case for further investigation.
