Sadyr Japarov: We will introduce cash registers in July or find another way out

In an interview with Kabar news agency, President of Kyrgyzstan Sadyr Japarov answered the question whether cash registers will be introduced in the markets in July next year or the License system will be used as before.

He noted that he had given instructions to create a commission.

«It seems that this issue will not be resolved without me. I instructed to create a commission and include not market owners or those rich people who have containers, but ordinary sellers. We will work hard until July 1. Then we will decide: we will introduce cash registers or find another way out, but we will come to one decision,» the head of state said.

At the same time, he stressed that the purpose of introduction of cash registers in markets is to bring the economy out of the shadows.

«The volume of goods that comes to us through China reaches $14 billion. But our statistics show only $4 billion. This means that everything goes into the shadow economy. They sell everything wholesale and don’t pay taxes. Only by introducing cash registers we can find out the real turnover. If we continue using licenses, we won’t see this for 50 more years,» Sadyr Japarov noted.

Rallies of market sellers have been held across the country since November 29. Protests took place at Osh market and in the park near the monument to Maxim Gorky on Tuesday. Sellers of markets and shops in Kara-Balta also held protest. Vendors from Dordoi, Orto-Sai market, Madina, Alamedin, Taatan, Aziz, and Chynar markets also held rally, as well as sellers at Kara-Suu market in Osh region. Rallies took place in Osh, Talas and Karakol. All entrepreneurs have the same requirements — to allow use of licenses for trade and to abolish mandatory use of cash registers.

The President gave them a six-month deferment — until July 2024.
