It is proposed to amend the Cabinet of Ministers’ resolution «On issues of stay of foreign citizens and stateless persons on the territory of the Kyrgyz Republic.» The document was submitted for public discussion by the Ministry of Digital Development.
The amendments were developed to optimize the government service of documenting foreigners and stateless persons with temporary and permanent residence permits in the territory of the republic, as well as for registration of foreigners and stateless persons in the country. A regulation has been developed on the procedure for issuing residence permits in the Kyrgyz Republic.
It is proposed to introduce a new concept of residence permit — temporary residence permit.
It will be issued to citizens of Russia, Kazakhstan, Tajikistan, Armenia, Belarus, Georgia, Azerbaijan and Moldova who are staying in the territory of Kyrgyzstan for private purposes.
The draft regulation proposes to establish that:
- Applications for residence permits will be accepted electronically through the Single External Migration Registration System;
- The materials provided by the applicant for obtaining a residence permit should be stored electronically in the Single External Migration Accounting System;
- As for the procedure for issuing residence permits, the time of processing materials on applications for issuing residence permits will be reduced;
- The Ministry of Digital Development will decide on the forms, descriptions, and samples of residence permits.
In addition, it is proposed to amend Cabinet’s Resolution No. 689 to the effect that registration of citizens of Russia, Kazakhstan, Tajikistan, Armenia, Belarus, Georgia, Azerbaijan and Moldova who arrived for private purposes will last one year on the basis of a residence permit. Registration of these foreign citizens staying in the territory of Kyrgyzstan for educational and work purposes will also be in effect for one year on the basis of a certificate from an educational institution or confirming documents about employment in the territory of the republic.
