Residents of Tokoldosh hold rally near Bishkek City Hall

Residents of Tokoldosh residential area hold a rally near the City Hall in Bishkek. They demand to solve the issue of their land plots.

«We have been living there for 60 years. When we tried to draw up state acts for the land plots, we were refused, arguing that the district is to be demolished under the General Plan and therefore there is a moratorium on legalization. But in 2005 documents for my plot were issued to another person. Then there were court proceedings, and in the end the court decided not in our favor,» Gulnaz Izimova, a resident of the district, said.

She added that the Vice Mayor Nurdan Oruntayev came out to the protesters. He said that their issue was on the agenda of the Bishkek City Council session to be held today. However, he did not voice any details.

«He said that they were working on it, looking for plots. But our opponents do not agree to take these plots, as we have all infrastructure in Tokoldosh,» the participants of the rally said.

The people do not intend to disperse, they are waiting for consideration of the issue at the session, and if there is no comprehensive answer, they will demand a meeting with the mayor.

In 2005 the municipality adopted a resolution on granting ownership of land plots for the design and construction of individual houses in Tokoldosh residential area. The authorities allocated land to the participants of the March revolution. 74 families found themselves hostage to the situation.

After that, court proceedings started. The case reached the Supreme Court twice. The first time the residents won, the second time — the owners of the plots. But there was a private ruling — due to the fact that the situation was twofold, the court obliged the City Hall to allocate land plots to the owners in other districts. And the owners of 21 plots out of 51 left.

Earlier, Vice Mayor Nurdan Oruntayev said that the municipality is looking for other plots to offer them to the legal owners of land in Upper Tokoldosh.

In early May, a skirmish occurred during an attempt to demolish houses in Tokoldosh residential area. In the morning, bailiffs, accompanied by police officers, arrived on Armeyskaya Street to free Tokhtykhan Mulakhunova’s property from the fences, which, according to her, the capital’s City Hall at one time, with gross violations, transferred to new owners along with the house and previous residents. Another 74 families found themselves in a similar situation, whose plots were also transferred to new owners — heroes of the March 2005 revolution.
