The Cabinet of Ministers of Kyrgyzstan adopted a resolution on transfer of land for the construction of a new «White House» on the site of the demolished Issyk-Kul hotel. The document was signed by Akylbek Japarov on August 4, 2023.
The Cabinet of Ministers decided to accept land plots located in Bishkek at the following addresses into state ownership:
- Absamat Masaliev Street — Ala-Archa river, total area 10.878 hectares;
- Absamat Masaliev Street — Ala-Archa river, total area 1.6215 hectares;
- Aaly Tokombaev Street, opposite 12th microdistrict, total area 2.713 hectares;
- Semetei Street — Chingiz Aitmatov Avenue, total area 0.47 hectares;
- 12th microdistrict, along Aaly Tokombaev Street in the southern planning zone, total area 0.68 hectares.
In addition, the Department of Presidential Affairs must determine the market value of land plots located in Bishkek at the following addresses:
- 22, Absamat Masaliev Street, total area 18.1853 hectares;
- 165, Aliaskar Toktonaliev Street, total area 4.8899 hectares;
- 1/9, Aaly Tokombaev Street, total area 2.713 hectares.
The Department of Presidential Affairs was instructed to sign an agreement with the contractor — Inshaat Stroi Building LLC on the construction of an administrative building of the presidential administration for an amount equivalent to the market value of the land plots.
It means that the contractor will receive ownership of almost 26 hectares of land in the southern part of the capital in exchange for the ongoing construction work.
At the same time, it is noted that in case the cost of work on the construction of the facility exceeds the market value of the land plots, the Department of Presidential Affairs must find funds to cover the difference to complete the construction of the facility. If the plots cost more than the company spends on building the new White House, then Inshaat Stroi Building will pay the difference.
