President of Kyrgyzstan Sadyr Japarov signed a decree on measures to ensure state guarantees for the enforcement of the right of children to receive free school education. Press service of the President reported.
Despite the ongoing work, in violation of the decisions and acts adopted in schools, the practice of annual raising of funds from the parents of students for repairs, security, purchase of necessary items for classrooms, and so on, continues.
At the same time, the fund-raising activities are coercive through the pressure, and parents are afraid to file a complaint.
Sadyr Japarov by the decree banned the illegal raising of funds in state educational organizations (grades 1-11), as well as the creation of public funds under them.
According to the document, all the necessary money should be allocated from the state budget.
In addition, a hotline on this issue will be opened.
«In case of revealing facts of illegal raising of funds or exerting moral and psychological pressure on students and their parents (persons replacing them), apply disciplinary measures to the perpetrators, up to and including dismissal from their positions,» the decree says.
The head of state gave the Cabinet of Ministers three months to enforce the document.
