MP proposes to ban construction of high-rise buildings next to private houses

MP Dastan Bekeshev initiates amendments to the Law «On Individual Housing Construction in the Kyrgyz Republic».

According to him, the current version of the document, which was adopted in 1991, states that one of the tasks is to ensure the right of citizens to individual housing construction. That is, the law is intended to encourage the Kyrgyzstanis to build their own houses.

But, as Dastan Bekeshev notes, today land plots are used not for individual residential development, but for other purposes. For example, land is sold for construction of an apartment building. The opinion of those living in the neighborhood is not taken into account.

«Not only conflicts arise, but the right to privacy is also violated when a high-rise building is built next to a private, usually one-story house. During construction work, residents of the private sector also face discomfort: constant noise. At the same time, engineering and communication networks are not designed for the additional capacity required for an apartment building, and social infrastructure is not designed for the additional load created during residence,» the deputy explains.

He proposes to introduce a ban on the construction of high-rise buildings in the neighborhood of the private sector and on plots intended for individual development. An exception can be only if the construction company buys out nearby territories for a group of mixed residential development.
