MP Dastan Bekeshev proposes a draft law on the responsible treatment of animals. The document has been submitted for public discussion.
It gives an expanded concept of the term «cruelty to animals», and also lists the most common facts of animal cruelty:
- Torture of an animal, including by hunger, thirst, beatings;
- Throwing animals out into the street;
- Failure to provide veterinary care during an illness that brings suffering.
The bill obliges owners to register their pets and vaccinate them. It is forbidden to use animals in circus performances and keep them in petting zoos.
«Circus performances and training methods have a detrimental effect on the psyche of the younger generation, who from an early age are taught to see violence against other living beings,» the document states. «In addition, the performances by circus animals is accompanied by a danger to the audience: constant abuse, violation of conditions of detention and stress — all this destroys the psyche of animals and provokes psychoses, because of which animals attack people,» the deputy believes.
The conditions of keeping animals in petting zoos are not compatible with life and lead to premature death.
