Cabinet to support scientific projects contributing to economic grow

The Cabinet of Ministers of Kyrgyzstan is ready to support real projects with access to quantitative and qualitative parameters that will help the economy achieve sustainable growth rates. The Chairman of the Cabinet of Ministers Akylbek Japarov said at a meeting of the Council for Science, Innovation and New Technologies.

According to him, 1 percent of the budgets of all ministries and departments, including companies owned by the government, will be allocated for science and innovation next year. The Academy of Sciences should develop this mechanism and submit it to the Cabinet.

«One of the foreign firms started its work with three students and one assistant professor. When they announced that they wanted to release a cell phone, everyone was grinning. It is one of the largest companies in the world now, producing everything from rubber boots to space satellites. These are the movements I expect from the president of the Academy of Sciences, rectors of universities,» Akylbek Japarov said.

He would like start-ups to be created within the walls of universities. If professors bring students’ term papers to the point where funding of startups starts, they should be paid incentives of up to $500.

If the project is financed by commercial banks, then the incentive amount should be increased or a share in this company should be provided.

«According to the Academy of Sciences, we have 180 billion cubic meters of stone suitable for use as building material. We don’t use anything. Water should be considered not only as green energy, but also as the production of hydrogen, and if for some reason it cannot be sold, it should be converted into ammonia and fertilizers. The Academy of Sciences is faced with the task of giving us mineral organic fertilizers and working within the framework of the JICA One Village, One Product project,» said the head of the Cabinet of Ministers.

He stressed the need to approve the state order in scientific areas.

Akylbek Japarov once again reminded that next year it was planned to start work on the construction of 20 hospitals in the regions of the country. He instructed the Ministry of Health to submit a draft concept for reforming the department for consideration by the Cabinet of Ministers, as well as to strengthen work on the prevention of cardiovascular and oncological diseases.
