Uzbekistan warns of possible blackout

The National Dispatch Center under the Ministry of Energy of Uzbekistan asked regional enterprises to reduce electric energy consumption so that a failure would not occur in the energy system of Central Asia due to the fault of the Republic of Uzbekistan. The Uzbek media report.

It is noted that power outages are registered in some regions of Uzbekistan. The press service of the Ministry of Energy explained that the demand for electricity and gas has increased due to the cold snap.

«On cold days, the pressure of gas in main gas pipelines and networks also drops sharply. As a result, some thermal power plants generating electricity receive less gas. This leads to a decrease in the volume of electricity production,» the Ministry of Energy of the Republic of Uzbekistan said in a statement.

The department explained that in such cases, it is necessary to introduce «short-term restrictions on the supply of electricity to prevent major failures.»

There is a decrease in gas pressure for consumers in some regions of Uzbekistan. Special duty staffs have been set up at all fuel and energy facilities, specialists are taking measures to eliminate these problems.

A letter from the head of the National Dispatch Center (NDC) under the Ministry of Energy, Muzaffar Boboev, to regional power grid enterprises, the Regional Electric Networks company, the Ministry of Energy and Uzenergoinspektsiya was published. Its authenticity was confirmed to Gazeta.uz by the press service of the Ministry of Energy.

The letter notes that there have been problems with the supply of fuel to thermal power plants since November 9. On November 12, they were supplied with 350,000 cubic meters of gas per hour less than planned.

At least 50,000 cubic meters of gas were supplied to the Tashkent TPP, which is 270,000 cubic meters less than planned. In order to prevent the reduction of technological parameters of power units below the standard parameters and damage to equipment, operation of combined cycle plant No. 1 (360 megawatts) and two power units was stopped.

As a result, the total generation of electricity at the station decreased to 500 megawatts (600 megawatts less than planned) due to the combustion of fuel oil. To ensure the balance of electricity and prevent the occurrence of major failures in the power system, the National Dispatch Center disconnected high-voltage lines according to a schedule. This made it possible to reduce electricity consumption.

«Failure to fulfill the tasks set by regional and territorial divisions to reduce electricity consumption to the required values ​can lead to breakdowns with major consequences in the Unified Energy System of Central Asia through the fault of the energy system of Uzbekistan,» the letter says.

Recall, a massive power outage occurred in many regions of Uzbekistan, Kazakhstan and Kyrgyzstan on January 25, 2022. In March, an interstate commission investigating the causes of the blackout stated that the power outage was due to a failure in the energy system of Uzbekistan.

Kazakhstan and Kyrgyzstan restored electricity supply within a few hours, while Uzbekistan managed to do this only a few days later.
