Negotiations with Kyrgyzstan were not easy - head of Government of Uzbekistan

The deputies considered draft laws on the ratification of the agreement between Uzbekistan and Kyrgyzstan on certain sections of the state border, as well as the ratification of the agreement between the Governments of Uzbekistan and Kyrgyzstan on the joint management of water resources of Andijan (Kempir-Abad) reservoir. According to the head of the Government of the Republic of Uzbekistan, Abdulla Aripov, if we evaluate this difference in money terms, then from a material point of view, complex figures are obtained. «After delimitation and demarcation, it will be necessary to establish border protection zones. According to our preliminary estimates, about 130 households are planned to be resettled. We plan to allocate compensation in the amount of about 50 billion sums to them. If they want, they will receive money or buy a ready-made house, no one will remain dissatisfied. This is under the personal control of the president,» said Abdulla Aripov.

He noted that bloody conflicts in the border areas were possible due to the disputed sections.

«Removal of tension will allow restoring relations between fraternal peoples; signing of a long-term regional agreement on the use of water resources will be achieved. Also, about 8,000 farmers will be provided with a stable water supply. Transport and communication problems will be resolved, and the obligations inherited from the former Union for land acquisition will be fulfilled in full,» the head of the Government of Uzbekistan said.

He added that this made it possible to bring relations with neighboring countries in Central Asia to a new stage. In particular, signing of border agreements and reopening of border checkpoints was a «big step» to ensure security and stability in the region.

«Over the past five years, agreements have been reached and signed on the delimitation of 1,170 kilometers of the border with Kyrgyzstan, and 193 kilometers with Tajikistan. Demarcation of the state border with a length of 2,356 kilometers with Kazakhstan was carried out. The work of 15 border checkpoints has been resumed: with Tajikistan — 10, Kyrgyzstan — three, with Kazakhstan — two. Every day, 18,000 citizens and over a thousand trucks pass through the restored border checkpoints,» Abdulla Aripov said.

Abdulla Aripov said that the agreement between Uzbekistan and Kyrgyzstan on certain sections of the Uzbek-Kyrgyz state border was reached «not easily».

He noted that the signed agreement contains a solution «to a number of important issues of strategic importance for Uzbekistan.»

The reservoir on the territory of Kyrgyzstan is considered as an important strategic object for the agriculture of the Republic of Uzbekistan.

The head of the Government of Uzbekistan admitted that residents of more than 20 settlements in Andijan and Fergana regions would have to be resettled, since the canal would run through the territory of Uzbekistan, and this would lead to the loss of more than 2,000 hectares of the country’s agricultural land.

The head of the State Committee for National Security, Kamchybek Tashiev, told the deputies on October 10 that in total more than 19,000 hectares of land remain the property of Kyrgyzstan, and 4,485 hectares of the water area of Kempir-Abad reservoir are transferred to Uzbekistan, but two countries will jointly manage it.

Kempir-Abad reservoir (it is called Andijan in Uzbekistan) is located at the junction of Osh and Jalal-Abad regions of Kyrgyzstan and Andijan region of Uzbekistan. It was built in 1983 on the territory of the Kyrgyz Republic.

In 1973, Uzbekistan provided land compensation — 4,100 hectares were transferred to Kyrgyzstan.

The reservoir belongs to Kyrgyzstan. Its area is 4,400 hectares. The maximum filling volume is 1.9 cubic kilometers. Once it was leased to Uzbekistan.
