The former head of Interbank Processing Center CJSC, Ulan Aiylchiev, was placed in the remand centre of the State Committee for National Security of Kyrgyzstan (SCNS). Lawyer Samarbek Bolotbekov told 24.kg news agency.
According to him, this decision was made by the judge of the Pervomaisky District Court of the capital Nurdin Ibraimov. Ulan Aiylchiev will be in custody until November 28.
«The state expertise found out that there are finished non-residential premises in the center of Bishkek with the cost of $380 per square meter. That’s funny. For the past two years, unfinished non-residential premises located in a constructed building have been sold at least for $1,000-1,500. The state expertise determined the price at $380. But it is impossible to buy a room for such a price at the intersection of Mederov and Abdyrakhmanov streets. According to the Code of Criminal Procedure, Ulan Aiylchiev should not have been detained and taken into custody,» Samarbek Bolotbekov said.
The lawyer added that detention is not applied to the article «Abuse of authority by employees of commercial and other organizations» of the Criminal Code of the Kyrgyz Republic. According to the lawyer, the court made such a decision only because Aiylchiev was detained by the State Committee for National Security.
Earlier, the SCNS reported about revealed corruption scheme at Interbank Processing Center CJSC for the illegal withdrawal of money on an especially large scale. According to the investigators, in December 2021, the management of CJSC entered into a contract for the purchase of the building for 106 million soms. At the same time, it did not meet the needs of society and was unsuitable for operation. A criminal case has been initiated on the fact of abuse of power. According to the conclusion of the Forensic Expert Service, the market value of the building is 48,184,512 soms. The amount of damage caused to the state is 57,815,488 soms.
